Amsterdam: Friday, October 16, 2026 - Radio Dabanga. The General Coordination for Displaced Persons and Refugees has condemned the shooting of "unarmed civilians" among displaced persons in the Mukjar area of Central Darfur state on October 10 and 15. Reports indicate the involvement of Rapid Support Forces (RSF) personnel in these incidents, which resulted in several civilians sustaining serious gunshot wounds while heading to their farms to carry out agricultural activities, amidst the harsh humanitarian and living conditions facing the displaced. The spokesperson for the Coordination, Adam Regal, told Radio Dabanga that available information indicates the most recent incident occurred about half a kilometer from the Mukjar area, where victims were fired upon while on their way to their farms, before the wounded were transported to the city of Nyala for medical treatment. He stated that targeting civilians while they are traveling or seeking to secure their basic needs represents a serious violation of human rights and contradicts the rules of international humanitarian law, which mandates the protection of civilians and civilian objects and prohibits attacks on persons who are not directly participating in hostilities. He pointed out that exposing displaced persons to gunfire while they are on their way to their farms exacerbates their suffering, undermines their ability to obtain food, and increases the risks of hunger and food insecurity in communities already exhausted by war and displacement. He emphasized that these incidents—according to information received by the Coordination—are not isolated events, but rather part of a recurring pattern of risks and violations that civilians face in several areas of Darfur, particularly on roads leading to farms and in areas the population relies on for their livelihoods. He argued that the continuation of these attacks demands urgent action to stop them and ensure that those responsible are not spared from accountability. Demanding an investigation, the General Coordination for Displaced Persons and Refugees held the Rapid Support Forces responsible for the violations attributed to its personnel and demanded that the force's command take immediate measures to prevent the targeting of civilians, conduct a serious and independent investigation into these incidents, and hold all those proven responsible accountable according to the law, while ensuring the protection of witnesses and victims from any form of retaliation. The Coordination demanded an immediate halt to attacks targeting civilians and displaced persons in Mukjar and all regions of Darfur, ensuring freedom of movement and security for civilians, and protecting roads and agricultural production areas to enable residents to access food sources and livelihoods without fear or threat. It also demanded the provision of urgent medical care for the wounded and the unhindered delivery of humanitarian aid to those affected. It called for an independent and transparent investigation into the incidents that occurred on October 10 and 15, to determine responsibilities and hold the perpetrators accountable according to the law. Furthermore, it called on the United Nations and international human rights mechanisms to monitor the violations faced by civilians in Darfur and to work on strengthening monitoring, protection, and accountability mechanisms. The Coordination stressed that the protection of civilians is not a political choice or a negotiable matter, but a legal and moral obligation resting on all parties to the conflict. It also maintained that the right of displaced persons to life, security, food, and working on their farms must be upheld, and that their paths and sources of livelihood should not become routes for death, injury, and fear. The General Coordination for Displaced Persons and Refugees renewed its call for an end to all violations against civilians, respect for the rules of international humanitarian law, and ensuring accountability for crimes and violations, affirming that the continued targeting of displaced persons will only deepen the humanitarian crisis and undermine opportunities for stability and peace in Darfur and Sudan.
