Amsterdam: September 23, 2026: Radio Dabanga. Massad Boulos, Senior Advisor to the US President for Arab and African Affairs, stressed Sudan's urgent need today to expand the UN arms embargo and increase the cost of the conflict for all combatants. In a post on his X page following his attendance at the Sudan event in New York, Massad Boulos stated that it was good to attend the Sudan event, noting that its people deserve a humanitarian truce that facilitates Sudanese-Sudanese dialogue. In his post, Boulos reiterated that there is no legitimate constitutional government in Sudan, adding: 'Neither the Sudanese Army nor the Rapid Support Forces represent a legitimate constitutional government for Sudan... we need to expand the UN arms embargo and increase the cost of the conflict for all combatants.' Boulos's tweet came shortly after a similar statement from the US Department of State, which also confirmed the absence of a legitimate government in Sudan. In a statement on Tuesday, the State Department affirmed that neither the Sudanese Armed Forces, nor the Rapid Support Forces, nor the leaders of either, represent a legitimate or constitutional government for Sudan; they rule only by the force of arms. US State Department spokesperson Thomas 'Tom' Piggott emphasized that the conduct of each of the warring faction leaders makes them unfit to govern the country. In this context, British Foreign Secretary Ed Miliband welcomed US efforts to strengthen the UN sanctions regime but stressed that merely extending the current arms embargo is insufficient, calling for increased scrutiny, pressure, and accountability for the actors who arm and finance the parties to the war and enable its continuation.
