Sudanese Transparency and Policy Tracker: Evading Sanctions and Sustaining the War Economy
Patterns, effectiveness, unintended side effects, and recommendations regarding conflict-related sanctions from April 2023 to October 2026. The report examines the capacity of international sanctions to restrict the financial and commercial networks fueling the devastating war in Sudan. It highlights the role of regional powers, including Egypt regarding the Sudanese Armed Forces, and the United Arab Emirates regarding the Rapid Support Forces, in assisting their Sudanese allies to evade sanctions and maintain the financial and procurement networks that support their war efforts. Since the outbreak of the conflict on April 15, 2023, international sanctions have targeted individuals and companies linked to both parties of the war, as well as their business partners and regional actors facilitating their activities. However, the Sudanese Armed Forces and the Rapid Support Forces continue to exploit Sudan's national resources in the areas under their respective control, diverting a significant portion of their revenues toward personal enrichment and funding their military campaigns. Their continued access to these resources contributes to prolonging the war, now entering its fourth year, and its devastating humanitarian consequences for the people of Sudan. The report concludes that while sanctions may have disrupted existing financial and procurement channels, their overall impact remains limited. Targeted entities have adapted by shifting their business operations between different jurisdictions, seeking alternative weapons supply routes, and pursuing domestic weapons production. To enhance the effectiveness of sanctions, the report recommends improving international coordination and tightening sanctions enforcement; taking action against subsidiaries and commercial networks linked to targeted entities that have not yet been sanctioned; deepening engagement with third-party countries whose legal and judicial systems facilitate sanction evasion; and implementing measures to mitigate unintended harm to civilians. The primary conclusion is clear: sanctions alone are unlikely to achieve their intended goals. To restrict the financial networks fueling the war in Sudan, they must be integrated into a broader and more coordinated political strategy.
